Victorian Drought Hay Network

The Victorian Drought Hay Network has been established to support the efficient and timely movement of hay during declared drought conditions. Below is important information for members regarding access, permits, and compliance requirements.

NHVR – Network Access and Permits

  • PBS-approved combinations
    If your vehicle combination is already approved under the Performance Based Standards (PBS) scheme, no NHVR permit is required to access the network.
  • Non-PBS combinations
    Operators with non-PBS approved combinations may still access the network but must obtain a free NHVR permit through the NHVR Go portal.
    • Typical permit turnaround: within 24 hours

Agriculture Victoria – Biosecurity Permit

In addition to NHVR requirements, operators must hold a biosecurity permit from Agriculture Victoria for the movement of hay.
