High Productivity Livestock Vehicle Accreditation Scheme
The LRTAV High Productivity Livestock Vehicle (HPLV) Accreditation Scheme is a mandatory program for operators wishing to access Victoria’s HPLV Network.
This accreditation supports compliance, accountability, and industry best practice, with a strong focus on safety, animal welfare, and regulatory requirements. Its purpose is to ensure improved and responsible access for high-productivity livestock vehicles across Victoria.

Purpose of This Form
This form is to be used by livestock transport operators seeking to:
- Apply for accreditation under the LRTAV High Productivity Livestock Vehicle (HPLV) Accreditation Scheme;
- Update or amend their existing accreditation; or
- Remove assets previously listed under their accreditation.

New Applications
Applicants seeking initial accreditation must already have an approved and compliant maintenance management system in place (e.g., TruckSafe, WAHVA, NHVAS Maintenance, or equivalent).
Full payment is required upon completion of this form. Once payment is received and your application is processed, an HPLV Scheme Auditor will contact you to arrange an Entry Audit.
Existing Accreditation – Amendments
Operators already accredited under the Scheme must ensure any new assets meet all applicable HPLV requirements.
Fees apply only when adding assets to your accreditation. There is no charge for removing assets.
